Sorry if this has been mentioned before, but I searched and searched, and maybe this is big fat “no-duh” for all of you, but I thought Id mention that after resetting my shield, checking/unchecking every box imaginable, configuring my Google Wifi and scratching my head for a week I accidentally found that the sever WAS available on my iPhone… so I downloaded a different browser on my Surface and was finally able to configure my Shield using the Plex app. It appears something is wrong with Edge and shows server unavailable. And yes, I turned off the Edge security features to no avail. Hope this helps.
Known problems with Edge.
5 hours frustrated with it not working and all it took was changing browsers on my surface pro from Edge to Chrome.

Still very infuriating.
Try Plex Media Player. Much better than Plex via browser. It will direct play much more media, so less transcoding.
