I have an issue with my new nvidia shield TV where on some channel, when it switch from show to commercial and vice-versa, the audio and video gets in slow motion. If i stop the stream and start it back it will get back to normal but as soon as it will switch, the problem will re-occur.
I dont have this issue using Roku, Plex web player and other Android TV Box.
The Nvidia shield TV is up 2 data (as the plex app running on it)

This is a bug in the android client and is known to the devs. There is a bug report in on this.
I can easily reproduce this myself and have provided logs to the devs.

I don’t know if there is one per say, but it’s related to the “chipmunk” audio issue which you can search for and find.
That is when it slows down like you describe, then picks up speed playing back quickly which makes the voices higher pitched and they sound like the chipmunk cartoons.
