Odd CPU utilization reporting on a new instance of Plex Media Server on Windows 11

I’m seeing some strange behavior on the CPU reporting for a recently installed instance of Plex Media Server on Windows 11. As you can see in the image, the reporting of the CPU utilization for Plex Media Server is inconsistent and mostly missing.

I have three other instances and none of them is showing this odd behavior.
