For a PC, please try Plex Media Player instead.
Most TVs require connectivity to plex.tv in order to even find the server.
You want a client type which supports “manual servers” (i.e. put the local IP of the server into the preferences of the client).
AFAIK, PMP, Android TV and Apple TV all support manual servers.
