Offline synced items won't show up without an internet connection to my server

Server Version#: 1.21.0.3711
Player Version#: 8.10.0.21911

If I open the Plex app while I can’t connect to my server, then my synced items aren’t there. I open the “Downloads & Sync” tab, I see my server in a drop down list, but then the app tells me “This library is currently empty” and "No items to display.

I’ve tried reinstalling and resyncing all my content, and that hasn’t helped.

Strangely if I go back to the home tab, spam the retry button, and then open my offline synced server my media appears. However the app slows down to an unusable slow crawl.

Basically sync is completely broken for me
