Offline use of plex on shield with local server

Hi,
I have a shield pro 2019 and plex server installed on my desktop.

Setup is :
Shield is connected to a wifi router (local address is 192.168.2.21).
Desktop is wired directly to the ISP box (local address is 192.168.1.34).

Yesterday my ISP had an issue and I had no internet. I thought that plex on the shield was using only local network to stream for my desktop but apparently no because it was not working either yesterday.

Is it possible to use the plex app to stream from local server on not from the internet?
If yes how can I do this configuration?
