One-time purchase on IOS device

I purchased the one-time activation under my hxxxx@yyy.net Apple ID on my iphone and paid the 4.99.

I downloaded the app on my ipad under the same Apple ID and am receiving the one-minute restriction. What do I need to do to remove this restriction?
