One user unable to access my Plex since my ISP change

I am running Plex from my Synology NAS. My ISO used to be Sky when I provided remote access to my Plex server to a friend. I have moved home and changed ISP to Virgin and now that user cannot access my Plex server. I have added another friend since moving and they can access my Plex fine.

Despite this pointing away from my router I have added port forwarding from my internal port 32400 to my external port 17335. I have confirmed the NAS has a static IP assigned

My Plex server is showing no restrictions on the users access via Manage Library Access.

I am wondering does the public IP change when you change ISP? I would think not because it should be a separate setting

If it now starts with 100.x.x.x you won’t be able to do remote access.

I presume I will have to remove the remote access and re-add it
