I’m not sure what you mean by a „fixed public IP“.
You don’t need a static IP address… just a publicly routable one. The server should be able to establish connections no matter if you’re on an IPv4 or IPv6 connection — however only a subset of the Plex clients will currently succeed connecting to a server on a pure IPv6 network (e.g. iOS/tvOS and iirc the web app).
Edit: if they’re planning to put you on a CGNAT, you might not be so lucky.

My next ISP (Vodafone, in Italy) will probably give a dynamic public IP (the one that I’m using, is giving me a static public IP, so as of today I’m able to connect to my PMS from everywhere, no matter the device). I need to access my PMS on a Synology Nas from a location that is not my home (second house, for week end). How can I do, if I have not a static public IP? DynDNS could be a solution?
Plex is taking care of that for you. You’ve never needed a static public ip address in the first place.
Add when my ISP change my dynamic public IP, I will be able to stream from outside my Lan?

Yes. The server is monitoring the WAN IP and will update the listing accordingly.
Hi TomH, after the switching I’m not able to find my PMS (hosted on my Synology NAS). Probably I removed it from my account, and now I can’t see it anymore.
On the other end, I can see my second PMS (hosted on a NUC). How can I do?
Have you reviewed/updated the router configuration (assuming this is still about remote access)?
Can you still access the Syno using its local ip address from within the same subnet? That should work even if the server is no longer claimed (and allow you to reclaim it).
I can access the NAS, at the same local IP than before. For a moment I was able to access the PMS, but now I’ve lost it. How can I claim/reclaim it, please?
Option 1: „Regular reclaim“
Option 2: „Troublesome PMS“
Option n. 1 worked after a few attempts.
