Opening server app just opens browser, can't add media

I installed the PMS app, unzipped it, moved it to Application, but whenever I try to open it it just opens Google Chrome with the URL http://127.0.0.1:32400/web/index.html#!/. From here I can’t add any media-- if I go to the “Your media” tab on the right it just tells me to download the app. I’ve tried uninstalling and reinstalling several times.

Did you previously have an instance of Plex Media Server running on that Mac (possibly using a different Plex account)?
If so, try to remove the leftovers of that old setup before running the server again. This should let you complete the server setup…
