so, when i set the plex media server up (PMS) it will setup also with my router using UPNP. it shows green (your PMS is available outside your local network) then after a few minutes, it turns red. (your PMS is only available on your local network)
in the router, the UPNP is on and the ports coincide with the ones PMS wants.

The most likely explanation is this:
The Router is allowing to be configured via UPnP, and promptly establishes the requested port forwarding.
However, that remains inconsequential, most likely because your ISP has put you behind a Carrier-Grade NAT.
The result is that your server is still not accessible from outside your local network. Hence the red status in Plex.

doing some research with my ISP, and a few other sources.. (knowing NOW what to look for and ask about) you are correct.
the isp told me the only solution is to purchase a dedicated ip address.. that way there is no ip address sharing (frequent with most isp to get the most users)
which now brings me to another issue
I received an email stating that plex is no longer going to allow the free sharing of files, that the server has to purchase a paid account as well as ever external user..
is this true? and if it is, does that then make plex no longer the best option anymore?
If the server owner has a full Plex pass, none of the people within whom the server is shared needs to pay anything.
And it’s only for streaming video. Music and photos remain free.
