Partial Scan does not reliably run when new TV shows added

In the settings, I have selected the checkbox for "Run a partial scan when changes are detected
When changes to library folders are detected, only scan the folder that changed."

And also have Plex set to scan my library daily. It seems that, over the last few rleeases, the ‘daily’ setting overrules the ‘when changes detected.’
