All photos in jpg creates playback error messages under Win 10 (latest and greatest).
Same issue experienced on two different Synology servers with two different PCs under Win 10.
Please notify development team about this issue.
There is no problem on Apple TV 4k or Roku just under Win 10 on PCs.
Having the same issue here - except on all the clients I’ve tried. Running Plex Version 1.31.1.2262-74fdc6b7 in a docker container (plexinc/pms-docker:plexpass).
All my photos show as videos? Deleted and recreated the Photos Library carefully choosing Photos for the Library type. I hover on a photo and get the “Play” icon. Clicking on the photo gives me a Playback Error. All my photos are .jpg.
I too am having problems with pictures. Just noticed today that some folders would not be played. “failed to load content” is error i get. out of all the folders i have only 5 would give me this.So i went on the NAS drive moved them to my desktop. moved them back to the NAS drive, made sure the folder properties type was set to “pictures” . They would load once or twice then only certain ones in the folder would load. Really strange because they used to work. Some of them are new and some are from a long time ago.
I have reported the error to Engineering (3 days ago) with example files & logs.
All we can do now is wait . Sorry.

Same issue here with Plex server 1.23.2.4625 and web player 4.58.1 showing “Playback Error”. Android Plex seems to be able to open them fine though.
One thing I note is that, say, I have 10 photos and photo 2 to 10 show “Playback Error”. If I open photo 1 (this is an example where I found 1 photo that it can open), if I click the Next button to browse to photo 2 to 10, they can be viewed fine. If I go back to the photo library, they still can’t be opened.
@kpleximus You tagged this thread with both server-windows and server-synology. Do you have both server types and this issue is on both? I’m not able to reproduce on my Windows server.

In my case issue is associated only with server-synology. as described.
Running same verion of Plex on DS1815+ and DS1819+.

Just installed on both Synology servers the latest available Plex update 1.23.2.4656
Unfortunately the issue with jpg photos still exists - playback error on all photos.
I did a full factory reset and reloaded all media. so far pictures work.
However i have a plex update to install once libraries are done indexing and intros detected
I updated my PR4100 WD nas drive to version 1.23.2.4656 this morning now the pictures wont play .

some photo get playback error on webpage plex server and on plex app windows
on android app you can browse them even if, and first launch all photo are completely gray square and there is no a preview of the photo
I’m using Unraid linuxserver.io plex docker and having the same issue… deleted the my whole photo library and re-setup again thinking the issue is on my side 
waste of many hours waiting for scraping.
Grey missing thumbnails, playback error on most library items and recently added is missing from main page. Come one guys…
Refreshing metadata doesn’t work in photos as well.
I am having the same problem. Plex running on Windows 10, version 1.23.2.4656. I’ve refreshed my metadata, rebuilt and rescanned my photo library. Still no good. What’s odd, is that its a random issue. Not all my pictures do this, but many do. Yet those pictures are accessible from places like Amazon and my OneDrive.
Most issues were corrected with version 1.23.3.4692 and than damaged again with the recent version 1.23.3.4706.
Now the problem is even more weird - seems to work OK on DS1819+ but not on DS1815+
@kpleximus Please provide the log from the server that is failing.
Correction!
Now there is a total mess.
Jpg images from main DS1819+ are correctly displayed only on PC with Win 10.
On IPad, and TV (Roku Ultra & Apple TV 4k) same certain images are missing thumb metadata.
Refreshing doesn’t help.
You can see however pictures on screen when you select them.
On DS1815+ when trying to see image I’ll get download error.
Total mess.
Can you provide a screenshot?
I’m not seeing any requests for images in your log. Can you try again? Also, get me the log from the client that is giving you this issue. Roku log or Apple TV log.
