Playback limit on iPad after one time purchase to remove restriction

I purchased the one time 4.99 remove playback restrictions option in the Plex app from the AppStore. I am able to watch Plex movies with no playback issue on the iPhone. I then signed out of Plex on the iPhone.

Next, I signed in to my iPad that uses the exact same Apple user account for the AppStore and signed in to the same Plex account. I tried to play the same movie on the IPad and I’m prompted to activate the playback removal, only the Activate button is grayed out and the movie will not play.

I tried signing out of the Plex account on the ipad and logging back in. I enabled the sync functionality on both devices under Plex account settings and still the issue persists. There is only one account being used for Plex and one account for my Apple AppStore.

The knowledge base articles says it should work on both devices if the playback removal purchase was from by the same account being used on both devices.
Any suggestions on how to get the iPad to play movies?

Thanks for the link to the support article. None of these steps outlined in the article worked to activate the play on the iPad. Both the iPhone and the iPad have the same Plex account, same Apple account and the most recent iOS updates. Restore purchase does not work, restarting the iPad did not fix the problem. I cannot get the upgrade to Plex Pass or the one time purchase to remove playback restrictions to work on the iPad, only on the iPhone.
