Why “(throttled)”? Could that be causing the bufferings? How can I drop any throttle on the server? Tried a lot of settings, could not find the culprit…
If you see that a transcode is reported as “throttled”, that’s actually a positive indication. What that means is that your Plex Media Server is able to perform the transcode faster than is necessary. Once the transcode gets ahead, the Server is able to “throttle down” and take a short break before it needs to do another small chunk of transcoding.

As I had previously mentioned, I have an all-Ethernet setup (TV-router&router-PMS), and also that I had been using both Plex and Xplay on my LG webOS 4K TV. Fact: both exposed the issue - hence that fact pointing towards the Plex Media Server as the root cause of the issue. But thanks, really appreciate the recommendation.
I have just found Emby which supports the same setup that I have got. And - small wonder - after installing and setting up Emby, the same videos ply back flawlessly. ALTHOUGH I do have to mention that Emby screws up subtitles big time. BUT, AT LEAST THE CORE FUNCTIONALITY (MEDIA PLAYBACK, THAT IS) JUST WORKS Bearing the subtitles issues in exchange of smooth and flawless video and audio playback is such a better case, innit!
So, I do not have other choice than switching over to Emby, at least for a while, and stop my Plex Pass.
It has been a nice journey for me, more or less, but it seems to be the right time moving on. Thank you for the fish, and hope to be back sometime (if not for less than to see some improvements).

The Lg TV app gives provision for Server IP and port. This is found in Manual server settings in app, I would suggest using also if using Wifi apps as well to make your LG TV LAN IP very different. Example : 10.1.1.155 as some WiFI devices like to pinch addresses causes a conflict. Also in your Router Reserve your server LAN IP and LG LAN IP.
I have a busy network with 7 devices and found this resolves issues using PMS.
