I have my PLEX server on a W10 Pro. The PC is in the 99th percentile of performance so its a capable beast.
My Nvidia Shield just stops playback randomly. The picture freezes on whatever happened to be on. I go to my PC and bring up a browser and see that PLEX still shows the stream as running.
This has been happening more regularly in the last few days.
Version 1.18.8.2527 does seem to have some major bugs, I run it on a win 10, i3 machine. 1080p playing almost non-existant as it crashes right after play starts. 720p works for about 2min then crashes. I noticed that the cpu was running at 100% with or without video playing. I rolled plex server back to Version 1.16.6.1592, cpu usage hovers around 2-5%, direct play works again, and transcode works fine again. On 1080 and 720p. Again, with or without video, cpu usage is normal.
I havent installed that yet as my content is daunting. The most recent update (yesterday) to PLEX really screwed me. After finally getting my service reliably out to the world after yesterdays update I once again couldnt get outside my home. What a pain.
I rolled mine back (my entire PC) to an earlier installation and the PMS server seems to work better. The version Im using is 1.18.7.2457 and it seems to work, except it doesnt generate cover/movie art automatically or manually. I guess Ive gotta clear cache? Ill have to research that now.
This PLEX hobby is time consuming.
I reinstalled a previous version of my PC because PLEX had become difficult. Im now running 1.18.7.2457 which seems to be working for me except that when I scanned new content (content that I had added before I rolled back) there are no posters.
I stopped and restarted PMS after trash/packets cleanup but nothing changed. I cant find one Youtube video on how to clear cache on PMS.

Try resetting the pc. click on window button, settings, then update/ recovery. You can reset the pc to virgin install of the OS then reinstall plex. i suggest the 1.16 i linked above, most stable for now. Make sure to only wipe c drive when resetting, and do not retain files unless you have to.
