Playback works on iOS and Windows apps but not on Chrome or Samsung TV

I’m having trouble playing videos on Plex through Chrome and my Samsung Smart TV. Playback works perfectly on iOS devices and the Plex Windows app— including on the same PC that runs the Plex Media Server. However, when I try to watch using Chrome or my Samsung TV, the videos won’t play or keep giving errors. Keeps saying This server is not powerful enough to convert video and on samsung tv says not enough cpu for conversion of this item. I’ve checked settings, tried enabling and disabling hardware acceleration, and confirmed my server hardware is powerful enough. The issue seems isolated to these clients. Any help or advice would be appreciated! I literally just did DDU do not know if that caused the problem. FYI I started a jellyfin server to test this and works fine on chrome and samsung tv. If no one wants to help I may just stop using plex.

Thanks everyone for the help NOT. Anyone ever has the problem check display adapters under device manager. If you have something else there or a duplicate thats your problem. plex for some reason keeps picking it even though I had my gpu selected under transcdoing plex settings. Also make sure in plex settings under transcoding that you turn off Disable video stream transcoding.
