Playing videos locally (on the same computer as the Plex Server) through Chrome not working

I don’t know what changed in this past couple of updates but it has render Plex almost useless. I have manually set my public port. Which shouldn’t matter because I have static ips I have changed the binding adapter, even though I have one only one. I have changed local discovery, none of it works. Except with I downgrade to a version 3 previous. I can’t watch anything remotely or locally for that matter. Everything just spins on whatever app I use the andriod app. It says “conversion failed. The transcoder exited due to an error.” Tautalli can’t connect to the server anymore as well. I have no clue what is going on. Any help would be appreciated.

Past about 3 weeks getting same errors all the time. Every day when start watching i hope today is good day and can watch without problems.
What going on with server?
