I have reinstalled a dozen times, clearing everything and starting over, again and again - it just wont play ball.

Is this really a new system or was there an old installation of Plex server on it before?
i.e. has the hard drive been wiped before the new Windows installation was done or did you just trigger a Windows installation on top of the existing data?
If you really want a fresh installation, you better remove the Plex data folder and the Registry branch manually: Uninstall Plex Media Server | Plex Support
Hi, I have had Plex for a while but the PC is new, replacing an old PC. The account is not new. The Plex software and PMS install fine but it will not see my media and it keeps telling me to install the PMS software but never sees it once its installed. Fearing old settings were still on the machine I have have uninstalled and used CC Cleanser to remove all old data including reg files. It still does not work.
Donât do that. Software like this does more harm that good.
After starting the server, can you see a Plex icon in your task tray area?
And if you do, does it stay there when you place your mouse pointer over it?

Why? That should never be done.
Because it would not launch and I saw advice on another post that said to do that. Either way it has not worked and the PMS does not run on the machine and I cant access my media files via Plex.
So, to summarize:
if you launch it as your regular user account, it wonât show the Plex icon.
If you launch it âas Administratorâ, it does show the Plex icon.
Correct?
If I hover over the PMS icon it remains visible. If I click it, nothing happens.
Is this with the icon which was launched as administrator or does the same happen if you start PMS regularly?
I have just tried as administrator again and nothing happened. When I access my Plex on the web interface the page with Your Media has a perpetual message Add your media to Plex âGet Plex Media Serverâ - but I already have done that - many times.
Whoah, stop.
Shut down the server. (right-click on the Plex icon, Exit)
Wait a few seconds.
Then start Plex server regularly (i.e. NOT âas Administratorâ)
Does the Plex icon appear?
If so, perform a right-click onto the icon and âOpen PlexâŠâ

But when I click the Plex MS to launch it does nothing

Irrelevant. For the first setup, you need to use the web app, as launched by the method I described above.
So youâre saying that while the Plex icon is visible, nothing happens if you use the âOpen PlexâŠâ menu item? Not even a web browser window is opened?
Is it possible that your Windows installation doesnât have a default web browser set?
What happens if you open this URL with e.g. Microsoft Edge: http://127.0.0.1:32400/web ?
Ok, did that.
Default browser is set to Chrome
When I enter that URL it goes to Plex and then I sign into my account
Everything looks fine - except Your Media is empty except for message to Get Plex Media Server
OK. If you are using Chrome, are there any web browser add-ins installed and activated? You might want to disable them during the following procedure.
Shut down Plex Server with its icon again.
Go to the folder C:\Users\<username>\AppData\Local\Plex Media Server
and empty it out completely, if it exists.
(The folder C:\Users
is set to âhiddenâ, so you might instead want to use the shortcut %LOCALAPPDATA%\Plex Media Server
and copy it into the address bar of the Windows file explorer and press Enter, to easily reach this folder.)
Open the registry editor regedit.exe and navigate to the branch
Computer\HKEY_CURRENT_USER\SOFTWARE\Plex, Inc.\Plex Media Server
look for the keys
- AcceptedEULA
- PlexOnlineHome
- PlexOnlineMail
- PlexOnlineToken
- PlexOnlineUsername
and delete them, if they exist. Close the registry editor.
Start Plex Server
open again the URL http://127.0.0.1:32400/web using an âincognitoâ browser tab.
By this time you should hopefully see the set-up wizard of Plex, guiding you through the first-time set up process.
