I have a laptop and a PC where the plex desktop app works fine on every screen I use. I have local media installed on each so this is not a network issue. The newest PC I have using the same desktop app and server version as the other two has brief video freezes every ten to twenty
seconds approx. I was told the other day it was a refresh rate thing but how exactly if the other pc / laptop run media fine using the same app on the same screens.
At the end of my tether so any help is appreciated!!
The web app works fine as does plex media player, but I want to use the desktop app as it’s so much easier to me.
The moderator the other day told me it was a refresh rate issue, but it can’t be if the same app works on another laptop and PC using the same screens without issue. The two PC’s both have RTX 3080s in them as well.
I’ve tried older versions of the apps and nothing fixes it on this particular PC…

Experiencing similar issues with Plex Desktop and with PlexHTPC-1.9.0.2741-f8cc15f0-x86_64.
The video (2160p 4K, 19.6Mbps HEVC) occasionally stuttering at particular moments (looks like fps drops) using Direct play. With transcoding to 1080p HD (High) 20 Mbps it also stuttering, but if I lower it to 1080p HD (Medium) 12 Mbps everything works fine.
The network isn’t a bottleneck between my NAS and client, because I’m watching exactly the same video without any problems via SMB on this PC, in another client with WebOS (direct play), and also in Chrome (transcoded to 1080p HD (High) 20 Mbps).
I tried to turn off Nvidia G-Sync, adjust the Nvidia profile for Plex app to use maximum performance and maximum refresh rate - nothing helped.
@BigWheel can you provide more details on refresh rate switching?
