If I get the plex pass, can you lock down users to specific directories, so they can only see certain folders? I am wanting to share some pictures with family, but want to make sure they only see those pictures 
It doesn’t lock down directories. You can create libraries and add only the directories you want them to see, which does what you want. You don’t need Plex Pass to do that - you can share specific libraries like that to any friend you’ve shared with.
That is a shame, that’d be nice.
So if I create a new library, will plex care that it already exists within another library? That also seems like a bit extra work for plex to have to deal with. I think i’ll have to create a second account for family to access it though, wont I?
Plex does not care if you have separate libraries that point to the same path. In fact, almost every library I have shares at lease one common path with the others. True, Plex will have to work a bit harder if you are adding the same folders to many libraries. But, it’s a small price to pay to have ONLY the content you want to share with someone.
Just remember… Libraries are tied to folder paths and share access(UserAccounts) are tied to libraries.
Every library can have any path and every user account can have access to any/all libraries.
Just keep the ‘pron’ in a separate library and don’t share that one with your family - unless their pron is better than yours.

… and no matter what you do, don’t ever have more than 3 libraries - Movies, TV Shows, Music - unless you want your stuff to look like mine (I don’t have any pron - sad, ain’t it?)
It’s not the porn I am trying to hide, and why have it local, far too many good free streaming sites :). I just want to segment what certain family members see. Basically, I don’t want to confused them with too much access. Someone mentioned this:

I’ll look at that, that looks to be exactly what I am trying to do.
Managed Users are great but I believe this is PLEX PASS only feature. And it’s really for inviting people to your ‘home plex network’ and you can share playlists, queue, watched/unwatched items, etc…
BUT, at lease, the concept it the same for share users… Make some library(with only the folders you want them to have), invite said user and share that library only… And done.
They don’t need to be in a ‘PLEX HOME’ environment.
Simple to do without Plex Pass.
Setup a library that contains only the files you want them to see.
Go into the users section and invite them to your Plex server and only give them access to this library.
Let them know to check their email for anything they just received from Plex and to follow the instructions contained to setup an account.
