Plex app on same network won't connect without remote access and poor quality

When playing through the Plex app on my laptop, everything works in ideal quality. When playing on either the app on my Roku TV or on my Playstation, the app will only connect if I have Remote Access enabled (despite them all being on the same Wi-Fi network) and when it does play, it plays at quality so low it’s almost unwatchable. I recently moved and have a new wi-fi setup than I had before, and I never had these problems before, but I’m not sure what would’ve changed
