Plex Bandwith capped at 3mb/s?

Server Version#: Version 1.18.4.2171
Player Version#: Version 4.12.3

Back in early December I was streaming locally 4k video to my Iphone XS Max and Desktop Computer without any issues. Was pulling 30mb/s + bandwidth constantly without any issues. Now when trying to watch a 1080p or even 4k movie I rarely get past 3mb/s bandwidth causing stutters etc .

Note:
I made sure both audio and file formats are support of both devices
I used both Live and Beta builds of the software
I also turned down streaming quality and turned on Auto adjust, changed trans coding to a faster preset etc
Router settings have not been changed at the time when it was working and not. Also I tested with another router and no difference.

Is there a way to load the whole movie while streaming (Like the old youtube days where you can let the whole video load instead of now where its only a cunk of the next few min) without actually transferring the movie to the device

Are you using a VPN? You might be using an indirect connection.

I am not using a VPN. I am connected locally as in directly connecting to the router from the same home network.

Please check Now Playing on the Dashboard in Plex Web while playing your video.
This will show information on how the video is being played w/ regards to your network

There could be e.g. some collisions due to your settings in Settings > Server > Network that can cause the PMS to consider your client to use a remote connection.

If there’s a remote connection and your remote access depends on a Plex Relay, your playback bandwidth is indeed capped at 2 Mbit/s (1 Mbit/s for non Plex Pass users). That’s why Egleu has been asking if your server/client use an indirect connection.
