The TMDB agent doesn’t allow me to select it, and it appears in gray. This leads to not fetching cover art, trailers, etc. How can I fix this?
In order to help someone help you with this issue, you probably need to provide more information. Like what client are you using? The Mac/Windows client? HTPC Client, Web? What version of the client? If Web, what web browser/version? Did you try a private window? Extensions disabled? Different browser?
And a couple of screenshots of what you’re seeing would be REAL good. Logs after adding something to the library that doesn’t get assets would probably be useful too.
I don’t have an idea of what the problem is but getting someone smarter more info could help get it solved.

The issue is with the library metadata setting. That’s a server setting, not a client setting. The only (supported) interface for admining the server is the web client.
Since the OP said “trailers” I assume this is for a Movies library. So the setting they are talking about is here:
It is a server setting but it’s set through a Plex client. Here’s the same screen from the Plex for Mac client:
I haven’t used the web client in ages since browser changes or extensions do not bother the dedicated client.

The PC client interface is just the web client running in Electron. To claim it’s different is just splitting hairs. 
Edit:
I wouldn’t be surprised if the normal Plex Movie agent used TMDB for the main metadata source, since that’s the main source of content on the TV agent (I can tell because the TV synopsis suck). So wondering why OP doesn’t want to just use Plex Movie.
It sounds like he might be looking under Settings → Agents
If you’ve upgraded to the new Plex TV series agent/scanner that part of the UI no longer applies to you
You need to look where nx6 has his screen shot
3 dots next to the library → Manage Library → Edit → Advanced
