Plex DVR broken picture and buffering while streaming

Hi folks,

I’d love any feedback here. I’m a lifetime Plex Pass user and I decided to invest and set-up the DVR feature. I picked up a HDHomeRun HDHR5-4DT CONNECT QUATRO TV Tuner. I’ve got a fresh arial cable running to it from a 10db signal booster and the signal has no issues whatsoever.

Using the HDHomeRun app itself, all channels stream perfectly with no issues. Full HD, all channels I have available with no breaks in picture and no artifacts.

The HDHomerun is configured successfully in Plex. Live TV barely ever streams successfully, even just with SD shows. The picture is either very broken up, or the stream just buffers every 10 seconds. Looking at my task manager, the transcoder isn’t even going over 20% usage. So I fail to see how that would be my systems fault… I’ve just recorded some F1 in HD, and it’s unwatchable. Stuttering, the picture was terrible and broken up. But I was watching it via my HDHomeRun at the time to compare… and it was perfectly clear and fine on there… Here are my system specs for reference:

LAN Speed = 700mb/s average
Windows 10 Pro version 1803
8GB GDDR4 Ram (Never goes over 50% usage)
Intel Core i5 7600K @ 3.80GHz
OS and Plex drive is 250GB Samsung SSD Evo 850 (Plenty of space)
Media drives x3 4TB WD RED using RAID 5 in Windows Storage Spaces
Plex transcoding folder is pointed to my C: Drive on the SSD

I don’t quite know where the bottleneck would be. My server can transcode my largest of video files (20GB or so) into a stream-able size on the fly without any problems. But Plex doesn’t fully utilise my CPU to stream live TV across my LAN… Let alone 4 streams. Let alone remotely…
