Alright ive been up and down the forums but cant really find a fix for this issue. It didnt seem to happen on my last install but i upgraded to windows server 2016 and i seem to be having issues. Been all up and down my logs and below is what i found:

*Also i will not i have deleted Codec directory multiple times, while server is shutdown, to no avail
I have Direct Play and Direct Stream enabled as well.
I have checked permissions for folder and user account has correct privileges.
After many hours of troubleshooting i installed older version of Plex V1.15.2.793, in this version the log file looked a bit different for the error which helped me narrow it down, please see below.

After seeing this i was able to figure out that it was my antivirus software thanks to this post: Unzip: could not rename zip output directory: Access is denied - Codec Download
I was able to add the Plex media server file to the exception list which alows the .zip file to be run. Now i have to figure out this remote access issue… then well be back to normal. Admins if you see this please make note of this and fix it in the newer version, in all my searching these error codes are not in any way shape or form connected in the forums.
