This happened the other night (Saturday, July 18th, I think) and was a serious PITA, because no matter what I did (sign out on both PC and phone, quit Plex on both and restart the apps) the phone just would not connect to my server-- which per the app was offline, but on the PC everything was working fine. Only rebooting Windows entirely fixed it. Well, fixed it except for the fact that when the Android app finally saw the server, the whole home screen on the phone was jacked up, I had to pin and unpin everything to set it the way it was before etc so search would work and Tidal Music and all that stuff was ignored, etc. Was there some major change to the app a couple of days ago?
