Plex for Roku app utilizing max upload bandwidth, even when streaming much lower bitrate video

i’m hosting server on finely-tuned, fast i5 windows pc. I’m a Plex Pass subscriber.

i get about 12mbps sustained upload speed from my pc (using speedtest.net and others).

friend is streaming remotely from Plex for Roku app.

even though Plex dashboard shows videos being transcoded down to 2-3Mbps 720p, the bandwidth graph always shows sustained 12Mbps. EVEN WHEN ROKU HAS PAUSED!

i verified this with a separate system monitoring app.

this eats up all my upstream.

other friends remotely streaming from Apple devices (not simultaneously) only utilize transcoded bandwidth.

how to troubleshoot?
