Plex for windows doesn't show in android connect to device

for some reason using plex for windows I can’t connect to it to remote control through android app but if I use plex media player for home theater it can be found and connected, as well as my firestick can be connected to, I don’t know why it won’t connect.

Do you have a Plex server in the same local network as your Plex clients?
If you don’t, the case is clear. You need a running server to act as a “companion relay”.
The server doesn’t need to have any media on it. It just needs to be present.

no it is not on local network, and why would I need that to remote control PC player app when firestick player app does not need it? either way I setup and it didn’t show up still.
