Plex for windows GPU struggles at 100% for some files when full screen

Hello Guys, I found out that when I play some movies on Plex for windows in full screen, the app will use 100% of my gpu and make the movie lag/low fps. but when it’s in window mode and in a small screen it plays fine. I play all the movies locally with 1 Gigabit network. I believe it’s the software plex for windows that’s glitched or bugged. When I use Plex web or Plex HTPC to play the exact same movie, the movie plays perfectly fine and gpu is at 30%~50%. Movies I play ranged from 480p to 4k. This issue happens to all resolutions in some files. Does anyone have the same issue? Is there a fix on this?
