Plex for Windows player stuttering with Hardware Decoding Enabled

Hello there, in the last couple weeks I noticed my Plex for Windows app on Windows 11 is stuttering while playing 4K HEVC content in direct-play mode. The only way I can get the stuttering to stop is to disable Hardware Decoding in the Player settings.

I’ve updated my GPU drivers to the latest version
I’ve completely uninstalled Plex for Windows and deleted all files from AppData and ProgramFiles folders.
I’ve rebooted multiple times.
I’ve tried setting C:\Users%username%\AppData\Local\Plex\plex.ini to “read only” as suggested in another thread.

However, despite the above it seems that plex simply doesn’t play smoothly unless hardware decoding is disabled. I’ve also noticed that even with HW Decoding enabled, my GPU usage is still 0% like it’s not even trying.

Plex web player in Chrome works fine.

All of this is direct play, no transcoding at all.

Suggestions?

Really want a solution to this. I’ve been having this issue for over a month now and have been resorting to playing the videos in VLC instead (which has had no issues).
Same as original poster, this is for direct play using hardware decoding (playing video on same device it is stored). Disabling hardware decoding removes the problem.

CPU: AMD 3600
GPU: GTX 1660 Super

Update on this - it appears to be working now. I have been watching the release notes and have not seen any updates regarding HW acceleration, but hey I won’t complain it seems like it’s working like normal now.

GPU Decoder is being used now, previously GPU Decoder usage was 0%.
