Plex getting stuck with infinite buffering during playback

Saw an old thread but no resolution from last year so starting a thread for myself. I have the media server running on an older desktop (i7 2700k/16GB RAM with a 1050TI for transcoding). My TLC Roku TV can stream the movies/content without issue. However, trying over wifi on a laptop or over ethernet on my main PC you can get maybe 30-90sec before the web player gets stuck on Buffering. I’ve watched the activity dashboard on the media server via RDP while playing a movie and watch the small spikes of the bandwidth to upload the content as the client adds it to its buffer. However, I can watch in the playback the buffer getting smaller and smaller until it reaches the end and just sits endlessly buffering. The activity dashboard shows it buffering and the bandwidth just stops doing anything. I’ve tried Edge/Chrome/FF, it doesn’t matter so it doesn’t look to be browser specific, and like I said happens on Wifi and ethernet. Attached are server logs. Any help is greatly appreciated. I have done reboots in-between the months I’ve noticed this so no, rebooting isn’t a solution or a needed troubleshooting step.
