Getting the error in the title when trying to connect on localhost via Chrome. No recent changes made, Windows Firewall has been off forever.
Can’t see server from remote clients either. 
Solved. I had experimented with VPN bypassing a while back and I had left the plex servers in the HOSTS file. Apparently they had a recent IP address change. Removing them from HOSTS fixed my issue.
