My understanding is that Plex aggregates metadata from multiple sources. You cannot select a specific metadata source. You can select a ratings source.
Deprioritizing “Local Media Assets” in Settings → Agents applies only to the Plex Movie (Legacy) agent, and only for .mp4/.m4v files. It does not apply to the new agent.
Reading the older posts can be confusing. Before PMS version 1.20, “Plex Movie (legacy)” was Plex Movie, which is now the name for the new agent. Keep the name switch in mind when reading the older threads.
To enable/disable/prioritize embedded metadata with the new agent, see the Improved support for local assets section of the “Upgrading a Movie library…” support document. This still applies only to .mp4/.m4v movie files.
There could be several causes.
FYI, with the new movie agent, you can add IMDB/TMDB IDs to the movie folder and file names. Plex will use the IDs to match the movies. See Plex Docs → Your Media → Movie Files (Naming and Organizing) → Naming and Organizing Your Movie Files.
Suggestion: As a test, make a new movie library which uses the new agent. Use one of the unmatched movies to test Plex matching & downloading metadata.

Set your server for debug level logging. See Reporting Issues with Plex Media Server.

Create a new library (ex: “movies test”) that uses the new agent (the new agent is selected by default).

Take one of the movies that does not match and move it where it cannot be seen by any Plex scanners.

Scan the library where the movie was located. When the scan is complete, empty the Plex trash and clean bundles. See The Plex Dance for details. This removes all traces of the movie from the Plex server database.

Make sure the movie name, directory, etc align with the Plex “Naming & Organizing…” document linked above. If desired, add the IMDB/TMDB ID to the folder & file name. Example:
/Movies/Batman Begins (2005) {imdb-tt0372784}/Batman Begins (2005) {imdb-tt0372784}.mp4

Move the movie into the new library. Manually scan the library if Plex does not do so automatically.
PMS should pick up the new movie, match it, and download metadata. Depending on the speed of your server, this may take a couple of minutes to complete.
Does Plex successfully match the movie?
Does Plex successfully download metadata?
If not, pull the log files and post the zip file to the thread. Also, mention which movie you used as part of the test. It makes searching the log files easier.
