Plex Media Player app on Windows 10 1909 not starting

Player Version#: 1.13.0.1275

Plex player is not starting up at all on Windows 10 1909. Only the icon in the taskbar visible but app is not launching. Web app and android app working as expected so most probably not related to the Plex server. No error messages or anything seen when launching. Attaching the latest log after last app start as well.
