Ever since my mac updated to the macOS High Sierra 10.13.3, I have been unable to launch the Plex Media Server. Does anyone have solution to this problem?

Most common cause is permissions / ownership for ~/Library/Logs and ~/Library/Caches

If you Trash your PMS app in applications and empty the trash.
If that fails try a clean install of PMS, following this support article. If you have had Plex a long time or a huge library, it maybe a good idea to clean up all your support files.
Note that problem was solved by deleting version of Plex Media Server on my iMac, then downloading new version, installing, and syncing media server with my FLAC files on a connected Passport USB drive.
