Plex Media Server doesn't show setup after installing

I seem to be having some issues with setting up a Plex media server on my PC (Win 10). Since i am very new to Plex I have been watching YouTube tutorials to find out how to setup Plex up. I followed every step including the setup of PMS but after that the videos show another setup screen which names the server and you can choose what folders to share. I do not get this screen, even after reinstalling and testing on another PC (also Win 10) it works?

I would appreciate any replies, thanks in advance!
