Plex Media Server is skipping adding media part

Hi all,
I have decided to move my plex media server from my nvidia shield tv pro to my pc. I decided to make an entirely new account and download a fresh server. I follow all the steps by downloading every latest version from the Plex site, but when I right click the plex server and open plex, it skips the part where I choose my libraries. I am fully on one pc, not trying to log in remotely. I have searched google and there is only one reddit hit from two years ago that gives me an option to ssh, but that doesnt work either. I have disabled my vpn and uninstalled and reinstalled and repaired and I keep having the same issue. Any advice is appreciated. Thanks.
