Plex Media server launches but is not running

I had to replace my router and since everything was set to that network I uninstalled the server. I have reinstalled the Plex Media Server at least 10 times, and every time I launch the Plex Media Server software you can see the activity symbol on screen but it does not launch. It’s not in the taskbar and it isn’t running. Can someone please help?
