Media server won't launch

I downloaded the Plex Media server today (July 18, 2019) from here https://www.plex.tv/en-ca/media-server-downloads/. It’s version 1.16.2.1321

I installed and started setting it up. I created a folder on my Windows computer specifically for Plex Media files. I uploaded a couple of videos to try it out but didn’t see them in the server. I closed it and opened up the Plex Media Player to see if they were there and sure enough they were and work fine. The problem now is when I go back to open the Plex Server, nothing happens. Any ideas what’s going on?

I’ve already uninstalled/reinstalled the software a few times and rebooted my computer. Nothing! It shows up in the Task Manager as running but disabled.
