Plex server no longer launching or working

After switching the hardrives on my computer, I tried running plex media server to no avail. So I went on to uninstall the software then install it. After multiple restarts and uninstalling software nothing seems to be working. Just a couple of days ago plex was working just fine but I just can’t get it to work anymore.

I try to run the server but it never launches although it does show up as a task. I’m not sure what’s going on.
