Plex Media Server Not Respoding on Local Machine

Server Version#:Latest version - downloaded today.
Player Version#:N/A

My access to Plex Media Server interface is completely not responding. I used to be able to open the running tasks icons on the server and double-click on the Plex Media Server icon and be able to see the media server page and library. Now it launches Plex Web and it has no way to find my server. I am running Windows 10 Pro with the latest updates on the server. I am trying to connect while on the actual server, not remotely. This just started happening recently.

Thank you for the help! Working on the reclaim/restart process. Had to use Method 2 as Method 1 did not clear the registry items. Method was successful.
