Plex Media Server not working

I have just installed Plex Media Server as I had done before on my previous installation as my SSD failed today. When I launch PMS and right-click on the tray icon, I am redirected to the web interface as expected but am faced with a screen that doesn’t make any sense to me.

If this is PMS then why does it give me a link to download PMS. In the settings and every menu I can find, I don’t see anything that would help me setup this server with my libraries.

Has anyone seen this before and can anyone help me with this?

Using an incognito/private browser window, try http://127.0.0.1:32400/web or http://localhost:32400/web.

Also, did you migrate over the Plex data folder (database, metadata, etc) from your old server or is this a completely new installation?
