The server is not offline, and I can access my media on the desktop the server runs through the browser, everything seems fine. I cannot however connect to the server from any of my devices on the same network, they all list the server as offline, which it isn’t. No configuration changes have occured. I have been accessing the server with the same devices for a long time now. Both the PMS has been updated to the most recent version, as has the Android version, and the Roku TV version. Apparently this happens regularly from what I’ve been seeing online over the last five years. This is absolutely ridiculous. It needs to get fixed.
Are you using pi.hole?
You can also try entering Plex Media Server IP in advanced app config to check if it works then

I would check your security settings on the servers. apps are default set to not allow insecure connections and if you have it disabled on server then they won’t connect. You can change local apps to “allow on same network”.
That did not seem to correct the issue. I originally had it set to Preferred.

After some trial and error, I found the issue to be on my end with hardware. Thank you for your help in the meantime.
I have the same issue and I have not been able to fix it.
