Plex Media Server on Raspbian

Hello everyone.

I’m new to Plex, and i’m kinda lost. I want to use it on my Rpi as a NAS and a media center.
I installed Plex Server on Raspbian without any issues, and i installed Plex Media Player on my windows machine, and the Plex app on my android phone.
My Rpi is connected to a wifi extender, and my windows machine is connected directly to my routeur.
I did find a way yesterday to manually specify port for the remote access and it is working some times, but only on the same network.
I get the " Not available outside your network" error and some times my raspberry server is “offline” even if it isn’t.
I can’t access it from another network and i don’t know how to configure it.
It seems to be random whether i can access it or not from the windows app or a web browser, even on the same network.

“On top of that, my plex server is scanning my music since 12h+ and it’s not looking like it will end it at some point.”
EDIT: Right when i put that post, the scanning stopped and it’s scanning my movie librairie, so i guess it was long because of the quantity of music i have.

I’m not good with server things, but if you could kindly guide me through, i’ll do my best to provide any necessary information in regard of my problems.

Thanks for your answer, i wasn’t close to find or understand it by myself !
I can’t connect my rpi directly to my routeur: i have a 4g routeur and then a wifi repeater and my rpi is connected via Ethernet on this repeater, and this is the only solution my house allow me to do.
Ok so i did all that, and the indicator for remote access turned green then red, i tried to access my librairie from another network on my phone, but it says that rpi is unavailable for the moment.

I’m guessing this has to do with how my rpi is connected to internet. I’m thinking i need to configure the repeater too, but there is no configurable option with the exception of the choice of the IP of the repeater.
