I’ve installed Plex, and while installing I didn’t had the option to enable the Media Server (like mentioned in step 1). The setting to enable it afterwards (in case you missed the option at first start up) is not present in my app (see section “Enabling or Disabling Plex Media Server”).
Anyone some experience in issues with setting up Plex media server on Shield?
Which Shield model are you using? The 2019 non-Pro (tube) model does not support running Plex Media Server.
If a different model, launch the Google Play store app on the Shield and check for any updates. The Plex client and server are separate downloads in the store.
Launch the Plex client app, login to your Plex account, and go into the app settings.
I got the The 2019 non-Pro (tube) but the FAQ clearly mentions both model are support:
Is Plex Media Server only available on SHIELD Pro?
No. Plex Media Server comes preinstalled on both SHIELD 16GB and SHIELD Pro 500 GB. Because SHIELD Pro has 500 GB of built-in storage for your media collection, it’s the optimal choice for your Plex Media Server. Note that Plex recommends that you maintain sufficient free space on your internal storage for video transcoding, roughly equal to the size of the source file of the transcode (this can average around 4 to 5 GB for a full-length HD movie).
Read almost any review of the 2019 models. The full reviews all state that Plex Media Server is not supported on the non-Pro model.

Personal opinion: Both Plex and Nvidia need to clearly state that the non-Pro 2019 model cannot run Plex Media Server.
The Nvidia site in incredibly unclear. For the non-Pro model, it lists “Plex” as an included app.
For the Pro model, it lists “Plex Media Server.” Simply omitting something from a list of included apps is not the same as clearly stating whether or not it is supported.
Also, I cannot find the information in Plex’s Nvidia Shield documentation. It would be very easy to list supported / unsupported models, or just add a one line note, “Plex Media Server is not supported on the 2019 non-Pro model.”
