Plex Media Server shows some Artists folders as empty even though they contain multiple albums

I have been storing all my music on Synology NAS for years, but have never used Plex to access my music, even though I set plex to access my music folder. I have been trying to use Plexamp and noticed that it only reported less than a quarter of my music. I thought it some sort of sync issue between the app and the server but when I looked at the plex media server in the artists view I saw that many artists were missing. In folder view all artists show, however the previous missing artists folders are reported as empty by plex. I can browse to those “empty” and play all the songs, They are not empty.

I have re-scanned the media with the same results.

I have used Refresh Metadata and checked ID3 tags. My problem is not no track names, it is missing album folders under the artist. My music folder contains 275 artist folders which contain 7583 flac files. Plex only shows 72 artists and 1683 tracks. All of my files were ripped from CD to FLAC using dbPoweramp CD Ripper.

Thank you very much, most of the artist folders did not have the proper permissions. I am currently re-scanning my library and can see it adding the missing albums.
