Go into windows update and go to update history. look for the latest update installed (windows security update 4013429) dated 3/15 or higher. click “uninstalled”. Click “restart” to restart your computer. Plex should now be available in your task bar. I’ve did this twice or two days, each time it has worked.

This is an old forum thread before release of the two faulty Microsoft Windows updates cumulative patches that affected plex media server.
In any case the banner at the top of the Windows forum advising update of the server to version 1.4.4 or newer circumvents the problem with the faulty Microsoft dll and stops these launch crashe - so no need to uninstall any windows update KB
I know this is an old thread, but sa2000, THANK YOU SO MUCH!!! Been stressing all day because Plex would crash on launch.
Turns out its because I’ve mapped RealVNC to Port 32401. Literally the only other application I’ve installed on this machine since creating it. I thought Plex only needed Port 32400 free!
Thanks Madgwick1 - I’ve been tearing my hair out all day with a new Win10 installation, and PMS crashing instantly. The ROUTER was the problem. Well, I was the problem as I had changed a port. Changed it back again, and PMS up and running
