I recently took the Apple upgrade of Mojave and now my Plex media server will not open.
I have deleted the application and re-installed with no luck. My iMac just sits there like a pylon and does nothing. Any suggestions?>
I’m running Mojave with Server Version 1.13.8.5395 without any issues. I believe you may need to Uninstall correctly.
Instructions are found on the following support page:

I had to reinstall (go back to) MAC OS High Sierra. No problems now
I’m on Mac OS Sierra (10.12.6) and everything was working find until I clicked the button to do an update. It download the new version of Plex Media Server and did the update. Once finished it wouldn’t run anymore. So far nothing I have tried has helped. I don’t want to lose my library and meta data by doing a full uninstall.
I had a similar problem. Roku client wouldn’t work. Screen recommended updating Plex server. Update failed. Later documentation said COMPLETELY REMOVE and Reinstall Plex server on my MAC. Now NOTHING WORKS!
I’d say Plex has a really big problem!!!
I have uninstalled correctly a few times and it wont operate. im on 1.14 etc . i know mojave eventually will not be able to use 32 bit soon. Thats why im here actually. I just started the process to find out
