i uninstalled media server and trying to install on windows computer.
Did you restart windows afterwards?
And normally, no need to uninstall first
“Stopping Plex” is a separate app. You probably removed it by the use of an “uninstaller” software or a “registry cleaner”. Avoid these in the future.
